On The Other Hand See Office Furnishing Convention:The present constituŽtion, the state's fourth, dates from 1867. By its provisions, the question of a new constitutional convention is submitted to the voters every 20 years. Despite vigorous efforts in 1930 and again in 1950, no constitutional convention was held until 1967. The constitution drafted at the conŽvention included major revisions in the state court structure, the legislature and the governor's office furnishing convention. It was rejected in a referendum in 1968.
Other draft conventions were concluded and ratified by some countries, but none was widely adopted. These other conventions include several draft conventions on the charter and hire of aircraft; the Rome Convention of 1933 on damage to persons and property on the ground; the Hague Protocol of 1955, which modified the Warsaw Convention and doubled the $8,300 limitation; and the Guadalajara Convention of 1961, which extended the provisions of the WarŽsaw Convention to situations where the actual carrier was not the contracting carrier.
Opposition to the damages limitation of the Warsaw Convention led the United States to reŽnounce the convention on Nov. 15, 1965. The renunciation was withdrawn prior to its effective date, however, when most airlines agreed to raise the $8,300 liability limit to $75,000.
